New York STAR Credits Are Back: Check Eligibility Now!

By Calvin Baxter

Stimulus checks serve as a crucial tool for state and federal governments to provide immediate financial relief to citizens during economic hardships or downturns. These payments not only assist individuals in managing living expenses, but they also preemptively counteract recessions by motivating people to spend money. This summer, New York has reinstated the STAR stimulus payments, and you might be eligible to participate.

Stimulus Checks Boost Economic Activity

A recession is typically recognized as a decline in the economy for two successive quarters marked by negative GDP growth. It is characterized by higher unemployment, reduced consumer spending, lower income levels, and diminished business investments. The onset of the COVID-19 pandemic triggered a recession in the United States around the beginning of 2020, coinciding with the initial outbreak of the virus.

During this period of widespread job losses, soaring inflation, and unemployment levels comparable to those of the Great Depression, the federal government issued three rounds of stimulus checks, known as Economic Impact Payments (EIP). These were intended to help families handle significant losses in household income and to stimulate economic activity.

The most recent tax season marked the final opportunity for eligible individuals to claim the third EIP, initially distributed in March 2021. The amount was $1,400, and eligible recipients had three years to claim it. Although there have been rumors about additional federal stimulus checks, no official announcements have been made by the White House, leaving the EIPs as the last set of stimulus checks issued by the federal government.

Eligibility for New York’s STAR Payments

While there are no new federal stimulus checks on the horizon, various states continue to offer their own versions to support their residents. Despite a return to pre-pandemic inflation levels, many Americans are still struggling with the rising cost of living.

New York, known for its high cost of living, has taken significant steps in its latest budget to make life more affordable for its residents. One initiative available is the School Tax Relief Program (STAR) for homeowners, offering annual property tax relief. According to the New York Department of Tax and Finance, to qualify for this program, applicants must:

  • Own a home with an income under $500,000
  • Use the property as their primary residence

Prior to applying, ensure you have submitted your 2023 income tax filings and confirmed your address with the New York State Tax Department.

Making New York More Affordable

Governor Kathy Hochul’s recent budget announcement has been well-received by New Yorkers, particularly for its focus on enhancing state affordability:

“[We aim to] transform New York into the best, most affordable place to start and raise a family,” stated Gov. Hochul during a press conference in May.

One specific initiative for eligible families is the one-time Birth Allowance for Beginning Year (BABY) benefit stimulus payment. Families receiving public assistance who have had a new baby can receive a $1,800 payment. This can be used to help cover newborn expenses, initiate a college fund, or start a savings account for when the child reaches adulthood.
